In May 1828, the Russian frigate "Raphael" at sea met with a Turkish squadron that left the Bosphorus, but due to the weak wind could not break away from the enemy and was surrounded. At the council, the officers decided to “fight to the last drop of blood,” as required by the Naval Regulations. But the commander Semyon Mikhailovich Stroinikov decided to surrender the ship without a fight in order to save the lives of the crew members. The flag was lowered, and the ship was handed over to the Turks. Emperor Nicholas I, in his Imperial decree, ordered to burn it in the event of the return of the frigate. "Raphael" was renamed by the Turks to "Fazli-Allah" ("Given by God") and included in the Turkish fleet. During the Crimean War of 1853-1856, the frigate "Fazli-Allah" was destroyed to the ground in the Battle of Sinop in November 1853 by the battleship "Empress Maria" under the command of Vice Admiral PS Nakhimov.
