Member of the Union of artists of the USSR.

Born in Ulan-Ude. In 1955 – 1959 he studied at the art-pedagogical Department of the art school in 1959 - 1965 – the faculty of decorative art in Leningrad College of industrial arts. V. I. Mukhina, V. F. Markov, and K. M. Mitrofanov. 1965 – the artist, 1965 – 1979 - Deputy chief artist LSHS. Created decorative compositions, vases, dishes, cups, stained glass Windows, for mass production – moulds for the service of the "East", bowls, sweets bowls. For creativity is characterized by the use of techniques of the wide edge, engraving, sandblasting, diamond faces, free-blown technique. In 1967, Y. M. Byakov was involved as the artist to design the official product catalog LSHS "Leningrad artistic glass." Participant of a number of local exhibitions, including "Soviet Russia" (1967, the medal of the exhibition), "glass Art from ancient times to the present day" (1968), "crystal Leningrad" (1970), "Soviet Russia" (1970 medal) and the international exhibitions "EXPO 67" in Montreal, the Soviet exhibition in London (1968), fair in Leipzig (1968). Had a personal exhibition in the Elagin island Palace – Museum in 2007, Since 1972 was in the USSR Union. In 1990 was awarded the title of artist of Russia. Works are in VMDPNI, Elaginoostrovsky Palace – Museum, Museum - reserve in Sergeev – Posad, etc.
